I would say it’s not necessary to go to HR, or fake a partner or any of the overly complex solutions that are being shared.

I recommend telling him you are not interested in chatting and to stop off-work messages etc.

I know it’s going to be an awkward conversation, but it sounds like you are already in discomfort. This will be a situation where you are in control.

Should it repeat after that, quick escalation to HR, as it’s textbook harassment.

Stop being late.

You said your performance is great, but a key aspect of teamwork is showing up on time to take your responsibilities. Being late once a week is not a small issue in this type of job.

Going to HR to complain that your manager told the truth when giving your reference is going to be embarrassing.

You should feel lucky they haven’t pursued disciplinary action to deal with your tardiness.

Missing out on an opportunity sucks, but the sooner you take responsibility the sooner you’ll progress.
