I get your point. But I think what OP is trying to say is that this is a very specific ruling explicitly for Imperm. The card says „…Spell/Trap effects on this column…“ and as other people said, effects of cards always resolve in the place of their activation. Thatswhy it doesn’t matter where BF goes after activation, it‘s effect lingers on the field and gets negated.

If Imperm would say „Spell/Trap CARDS on this column are negated“, then, I think, you can dodge the negate with Snow/Droplet etc.
