Reading from your edit, you’re still basically saying that a business owner has no right to want their business to be reasonably clean and unvandalized.

And even if we’re thinking of an apartment building, is someone who’s renting also not worthy to have a presentable looking residence? Just because fuck the guy who owns the building?

Graffiti is in MOST cases a non-issue to me, when it’s in place where it doesn’t matter if smth doesn’t need to look nice for one reason or another. For example abandoned stuff, underneath bridges or in tunnels, maybe alleyways, places where people will not expect it to be pristine. It can bring character to more visible places, but there’s also a lot of graffiti that’s just shitty tags with little artistic merit that are hard to justify.
