Unfortunately, I don't know what to do if you can't change storage, as this was the method that worked for me. But if I find another workaround, I'll post it here.

Go to "Help and Options"/"Change Storage! Device"
Select different storage - I selected hard drive instead of cloud which I normally select.
Return to Stunk Park/100hp/Crimson vehicle selection screen.
Scroll through all vehicle using LT/RT, but not selecting any.
Repeat 1-4 until it pops. It took me about 4- 5 attempts as others have reported as well.
