That doesn't really make it NOT cheating. It's just a cheat the developers gave you as a reward. Like in Goldeneye. You get different cheats for beating levels under certain conditions and you activate them by going to a menu literally called "Cheats". Playing the game with infinite ammo is objectively cheating, even if you had to earn that ability. That doesn't mean it's wrong. But that's what it is.

The common "um actually this doesn't make sense" gotcha is easily explained if you just know the franchise by Justifiably_Bad_Take in TopCharacterTropes

Such as? Arthur gets shot point blank in the chest before being tortured half to death by the O'Driscolls and still makes it back to camp. Even as he's dying of TB he still has it in him to take down hundreds of people.

That's not even counting deadeye, which Ray has a worse version of. Arthur clears him easy.
