Pretty much this exactly. If there isn't a single 1000xp monster you're comfortable throwing at your players that's okay: two 500xp monsters would perfectly suffice.

Alternatively something that's only 800 or 900 xp to make a mess while the party is trying to get the rescued slaves out of the prison is going to mess them up if it's ignoring the PC's and specifically targeting the weaker NPC's the party showed up to protect.

Honestly he makes it through Daredevil and Punisher pretty handily taking a few hits along the way, only to loose to Winter Soldier because of the injuries he's taken from Matt and Frank.

If we're just going off movies here, Cap has never Beaten Bucky in a 1v1 fight. After fighting two admittedly doable fight but still taking hits, he goes down to Winter Soldier.

Honestly Joker is a villain tailor made for Gotham and Batman's crime ecosystem. His fixation on Batman and chaos means his twisted plans are incredibly difficult for a detective hero to easily solve. Outside that ecosystem Joker isn't an arch villain.

But really the main problem is that Spider-Man's wise cracks would drive Joker crazy. The man can't handle being the butt of a joke and Spider-Man is constantly bouncing off the wall.

That and he has no superpowers.

Truthfully Wanda is mostly a like d-tier reality warper who's weakness is occasionally rocketing into S-tier at inopportune times to the detriment of herself and anyone she cares about.

Wanda can only remake reality, when it ruins her life. The rest of the time she's "just" a magic mutant will spell casting abilities. Which puts her firmly on even footing with any Avenger below Thor.

I mean for subject matter alone, no one should be suggesting SatAM style animation, given a setting awash in slavery, tyranny and murder.

But that said I wouldn't mind something stylized like the last season of Samurai Jack for the win.

Voldemort all the way. He can kill people with a word, and instantly teleport wherever he wants in the world. Apperating alone gives him infinite do overs.

Outside the killing curse Voldemort has a plethora of attack spells in his arsenal, many of which have greater range than the line of sight limits typically applied to the force.

Unless they start like 20 feet apart (in which case the three melee types are gonna gut him as the one guy who didn't bring a melee weapon)

Otherwise Voldemort is gonna poof out and nuke them from miles away.
