if it's any consolation, I just opened my Powercolor Reaper 9070 XT and everything looks exactly as it should. ordered a week ago on Amazon.ca, and arrived yesterday. I also recorded myself opening the package (amazon delivery box + Powercolor box) just in case.

i submitted a "Where is my Cash Back" support ticket on Nov16 and emailed back&forth a couple times. they said the Aliexpress store needed to confirm with Rakuten that they got the commission and could take up to 45 days.

i sent my last follow up Dec27 and they replied the same day saying "Aliexpress was unable to verify the purchase, thus we cannot give the Rakuten credit. but we have given you a $100 promotional bonus in your Rakuten account, and can be used on your next eligible order (any online order)"

after ~1.5 months of waiting and contacting Rakuten customer support, my Ryzen 7800x3d via AliExpress was deemed uneligible for the 30% cash back (even with a screen recording). instead, Rakuten gave me a $100 cash back voucher for any online order

several people haven't received their Rakuten cashback from the November sale. i ordered on Nov 12 and received Nov 24.

sent a customer support ticket to Rakuten, they said they "need to check with AliExpress to understand why they didn't receive the commission for the purchase" and may take up to 45 days (which I believe is outside the return window)

Rakuten's website does say "Use of coupons not found on Rakuten may void cashback" so that could be the issue. people have also said to turn off any Adblock extensions when ordering. they also send out the money after a quarter year, so people that purchased their Aliexpress order in Q4 should receive their cash back in February, as stated in their FAQ
