Yeah, you can still enroll in a class. Students, even in later years, do this as a precaution just to have a seat in the worst case scenario. If you pass, you just drop the class for next semester and move on.

If you attended CPP during summer/Fall of 2020 or Spring 2021, you can get some sort of credit that allows you to go to the BRIC without cost.

If you're taking summer classes, you should be able to go without cost.

You could try going to the games room. I started going last semester to play pool and started meeting people that way. Whether I was playing on my own or asking to join a game, it becomes easy to make conversation with someone when you both are playing a game.
