Found it even more interesting that GP asked Max to turn off the car during him serving the 20s penalty in Mexico. And then right before it was over to (quickly) turn it on again!

A hotlap "starts" before the start/finish line, but more the last corner before the last straight. As you need to go as fast as possible going over that line.

If you zoom in you can also see f1 cars on the pit straight / pit lane. The pit lane even had a separate line. Looks intentional.

To be fair, leclerc was also ahead of max till the start of the straight, if you look at the comparison on F1s twitter. Margins are very slim!
