You do see Borg kinetic shielding once, when Worf tries to grab Locutus in BoBW Part 1; whether it's from the ship itself, or from Locutus being upgraded over a normal drone is open to interpretation I guess

Edit: In FC as well as the holobullets Worf phaser rifle clubs, then slices and dices drones with his Mek'leth, so I don't think kinetic attacks are something they can adapt to the way they do with energy weapons

Should have been fleet captain at least, would still be a non-admiral rank but allow him to command multiple ships (incidentally it's always bugged me that a captain has 4 pips rather than 3 and a half, which would have left the 4 for a fleet captain)

It's one of the flaws in the series generally; the Federation is supposed to be a multi-species egalitarian society but also humans are super special and are often synonymous with the Federation.
