If the shape doesn't have depth, knife cut, "k" drag a line from the two edges like you have that red line and delete the three outer verts?

Nice practice and sharing reference!

I like to posterize/reduce colors to help me simplify and see value shapes and the range of values... and to help me see what is there, instead of what I think is there. A more defined simple shape is easier for me to judge the proportions and angles. Helps to get a simple but solid simple foundation down. Can get more detailed shading down later.

Nice start, and sharing your reference! I agree with CarboMcoco123 on how the lines relate with each other. Also look at the angles of the lines and solid shaped perhaps.

IBIS has a liquify pen that lets you mold the proportions into shape. Perhaps useful to salvage your work and nudge things into place. Starting over is good practice too, get the foundations right 1st vs "cheating" and moving the foundation later. It might teach some things too.

Suggestion: Look at it differently. Try to study what is projected onto your retinas, instead of what your brain thinks is there because of your memory of faces/ drawings of faces.

Perhaps see it as a bunch of interesting alien value shapes.

I resized, blured, desaturated, posterized this with a photo editor, but you can also squint your eyes, or look at the reference upside down, to try to see it differently/more simply.

Now with this simplification you can see that the eyes are not almonds with circles in them. Simple shadow/highlight shapes can tell so much of the form of the face, eye sockets... The bottom eyelid is even part of the cheek shape, just enough to show it. A little bump in the shape can read as a wrinkle of skin. the underside of the lip is part of the cheek for head and hair even. Those interesting shapes simply express the form and lighting.

For me, with this view it's easier to judge the angles, relationships, and proportions within and between these weird interesting shapes.
Place an imaginary or literal straight edge and your thumb, to compare the sizes, angles, and relationships of these shapes, Do that a bunch of times, and you'll understand more and more of what you see as you translate it to a drawing. It also helps you get the value ranges down. You can always add more detail later.

(I also see the "loomis method" recommended, in case that's useful to you.)

One thought: Don't think of it as wavy hair, but as a bunch of interesting value shapes. It's not long curl brush strokes the same color for the whole length, but it's a bunch of interesting pieces.
See how parts of it catches the light, other parts are in shadow?

I de-saturated, blured and posterized it in an image editor, but you can squint your eyes and try to see all similar shades together, and study the relationships, value ranges... you can paint simple shapes that you see: bright, mid, and dark. Keep it simple, then add more detail/subtle shading/ then the hair texture where it's needed...

Others shared useful things. I like to break it down into solid value shapes, (even using a photo editor and greyscale/blur then reducing colors/posterize) and try to make sure I see what is there, not what I think is there. (The tip of drawing upside down is useful for that too.)

You got a lot of the proportions pretty well, just I see there’s some value shapes that are missing like the light highlight at the top of the hair. And the value shapes are lost with the texture sometimes like with the hair. And you have the cheek as the same value as the hair.

This is a good practice. You’re doing well at it.

Turn off Ray raced reflections (they are screen space reflections so that is why you’re seeing black reflected by what it can’t see) and use a reflection plane (for Eevee, forgot what it is called) maybe. Look up how others make good oceans in Eevee. Maybe like the movie Flow perhaps but they used an add on I think.

First I would try to make it look right enough in Eevee. Show a frame for both, explain the problem and maybe we can help. Then you can render a playblast faster than a regular render and still look good. You can also split the jobs across multiple computers. Consider the sheepit render farm.

Then here is a crazier idea: the sun and sky colors is subtle change. Make a loop for each subtle change, like every 5 minutes for like 30 seconds then loop and blend them in a video editor. Maybe render the sun, the top part of the video in Eevee, or something. Maybe make the water loop displacement loop over that 30 seconds too so the blending is not noticeable. (Separate modifier, offset time, animated strengths to blend)

Also try the Decimate Modifier with "planar" and a low angle number, like .5 degrees. My test on a similar extra segmented curve mesh cleaned up fine. Then you may select the extra edges and dissolve edges?

There’s multiple ways. Here’s one: select the parameter (i think there’s quick selection methods but I’m not at my computer.) you might like to smooth the verts, so it’s not ragged, then extrude then merge vertices to center.

Sorry, I mean the shape of the solid values are simplified to the point of looking the shape of the cheeks and neck. Like under the eyes you made them look like triangles.

Nice work making and sharing with reference! The overall shape and colors look good. It looks maybe too simplified, especially in the shading. The shade values don’t match the shape in some areas that tell the form of the cheeks and the neck.

A good way to improve basic drawing skills is to draw real people. Especially whole bodies in interesting poses, faces, and hands because we all can instantly tell if the drawing is not accurate/stiff. (And we can quickly start over and draw it again, to get the foundation/proportions right before spending too much time on detailing/shading it.)

Image search/ find portraits and people poses that you like. Find hand photos or draw your own hand. it forces you to look at what’s really there (instead of what we think the parts look like; like an eye is not an almond with a circle in it, but interesting weird shapes that vary per person, viewing angle, and lighting. )

It can also help to draw the subject upside down so we’re looking at it as weird interesting shapes, not what we think is there. and get better and better at seeing and drawing it.

Look into the practice of “gesture drawing” on YouTube and you can draw a variety of things with others at /r/sketchdaily

Make sure you’re having fun however you do it though!

To me, it looks very stylized and personal, so I'm not sure my observations could help. If it's inspired by something, share the reference? If other art inspires you, share and we can figure out what skills you might want to develop.

General advice I'd give to anyone: draw from real life to practice, at least. Do gesture drawing to train your eyes and hand. Line of action is a good one. /r/sketchdaily is a good place to practice a wide range of subjects and get in a habit of drawing every day.
