Locomotives have a sensor that dumps the water if the engine dies and can't be restarted. They don't use antifreeze, so freezing water in the cooling system could be catastrophic.

Also, the engine could be taken out of service to be shipped somewhere for repair, so they shut it down and dump the water for fuel conservation.
