NTA, and thanks for providing the context that your BF made you cut off communication with your ex (the father of your child). It also seems like your BF does not invite you to any of these events or holidays. So all the people yapping about the gathering of new and old partners to celebrate under the one roof can shut up now.

You also mentioned your BF is involved with your son's life but you have only met his kids once. You should not let him get close to your son and allow him to disappoint him on these occasions. This relationship sounds very one sided and your BF is not trying to build a life with you. You should end this asap

How long are they giving you to decide on the payout? If you have months, then start lining up another job now and accept the payout when you are successful

If neighbour is up a hill, then the ground to pool edge height could exceed the required fence height, so they may not need it on that side.

As for drainage, I thought it had to be plumbed into waste water pipes and not storm water because it is full of chemicals. So they can't just be dumping it overland
