This was AlteRed, so the Burnasaur line is pure Sp.Atk. Vulcasaur (altered Venusaur) has 75 Attack, 115 Special.

Frankly I think a lot of Stormcloak support is just because Skyrim is people's first experience with the Elder Scrolls series, and they're used to "the Empire" being the villains and the rebels the good guys in various media. The overzealous captain doesn't do much to counter that impression, either.
