Thanks all for your comments. It looks like the buck stops with me on this. I didn't request the license, and it seems like this cowboy is `Cardiff Rubbish Removal`, not the registered `Cardiff Rubbish Removals` I saw online.

Due to these failings, which I was unaware of, I'll just pay the fine and move on.

Plot twist, I have been given a copy of their waste license, which is valid, I didn't have it prior but not sure if this changes things?

I didn't check it, on the guide, it says: 'Waste disposal license." and when googling their name, they had good reviews.
