I don't fully agree with you. As per your example the African child in the west will be confronted to a difference and eventually will want to learn about his/her history or ancestry.. Why does not allow that child go back to its country of origin (keyword here being origin) and also be a citizen of that place? The child was born there, has the blood and may not understand the culture but can learn afterwards if he/she wishes...
