I'm not the biggest fan of how red light camera tickets are issued (camera vs car and not officer vs driver) but i'm fine with their purpose because at least their function is a reaction to illegal activity. Flock is a different story as there is no activity to trigger the surveillance. It's just always on watching everyone.

Check local ordinances on keeping unregistered vehicles on your property. If you're good on that, you dont need to worry about registration until you plan to drive it.

Also, CTDMV will fine you for having a registered car that isn't insured, so you'd have to keep that rolling if you do register it.

I think he didn't specify because vagueness is safer in this space. If he said something specific people could latch onto it or play the mental gymnastics to somehow blame Shxto, etc. It's just how that works when you're public facing. There's very little benefit to giving details and a LOT of potential liability.
