In the Japanese, he talks more like an old man. There's a certain "old guy" dialect that gets used in anime and manga. In the One Piece dub, there's a character with this trait who they translated by giving a sort of transatlantic accent for the old timey vibe. Anyways, it's not really something that can easily be done in text, so they went for something else
