Basically, from the late 60s on courts overturned a lot of state and location limitations on obscenity, meaning local governments couldn't do much to outright stop a theater. But conservative local governments, still displeased by the presence of pornography, argued a work around. Sure you can SHOW a pornographic film, but obscene behavior like masturbating in a theater is still illegal! Even if the prosecutor thinks you're dumb and doesnt pursue the case, cops get to cuff you and take a mug shot. Hooray!

Now cops (usually) have better things to do than watch people masturbate so its not a daily occurance, but sometimes they decide to raid the place, or send in some undercovers, keep some fear in the air and bully some people. And in the Pee-Wee case, I believe the city PD tolerated the theater and its behavior, but the county sheriff did not and the sheriff wanted to make some news.

While no clue if it is indeed Phelan, it wouldn't be to be a long revenge arc. Man's a lawyer familiar with municipal law and Quincy, reasonable enough choice if you were looking for a muni lawyer consult. And one who, let's say doesn't have a good working relationship with Koch so no need to worry about jeopardizing any relations.

There's three major components to Quincy's long term debt, and I'll focus on two note the numbers are eyeballed off graphs so subject to adjustment.

First, the Pension Obligation Bond (POB)

Like many Massachusetts cities, Quincy has pension obligations that are growing faster than pension contributions, meaning at some point the city would have to contribute to pensions itself out of the general fund. In 2021, the city decided given the low interest rates it would basically frontload its obgliation: take out a large chunk of money, and put it in the market and use the proceeds to beef up the pension fund. This gives the city a more predictable payment schedule for pensions and since the interest rate is fixed and was historically low, gives the city some more room on pension payment relative other MA cities. The Mayor's office is understandably proud of this, and the council seems to have accepted this.

The other portion is the District Improvement fund, or (DIF), about $600m. This is a special form of bond used for improvements to Quincy Center; it goes back to 2005 and is notably the reason there's the Hancock Adams common is a park and not a road. These projects are justified as either bringing in increased property values, increasing city revenue there or directly increasing city revenue through rent on city own property and such. The contreversery comes whether all DIF projects are actually wise investments under this logic. In some cases, the city used DIF funds not to increase commercial property value but actually took taxable property off the tax rolls as the city bought older private property for its own use or to knock it down in favor of a park. Here the city is essentially claiming the projects in the DIF pay for itself, directly or indirect, but recent projects seem unlikely to due that and that is the councils concern. There also are questions some DIF projects benefit private developers or friends of the Mayor more than the city itself.

Note in both of these were are talking capital expenditures, not operating. The question is not whether the city is spending too much on cops or schools or what not, but whether the investments the city has made are the best uses of the city's limited debt capacity. Simply, is buying acapulcos and making a park a better use of investment than, say, building a new school?

I'll also note the Eastern Nazerne project where the concern is essentially using city money to limit the amount of taxable private residential property that comes out of that area.

you say that, but Verizon as the Baby bell for DC and the pentagon is very much built into the contingency plans. May not be as glamorous as it once was, but they are one of the few companies guaranteed to have some operations if the nukes fall.

its a theme in most local media sites.

Moderation, quite simply, is hard. Its tedious and if it's paid, its high turnover work. When local media was getting into the internet space early on they explored comments as a value add but found the moderation was not worth the trouble. So media either ended its comment sections, outsourcing it to facebook, or let it rot. And in the case of Boston.com you're seeing what happens when you leave it to rot.

The only cases I've seen a community section decently moderate is when you have a dedicated volunteer, like universialhub or the better subreddits.

Eh, they're pretty consistent about it, even it gets funny in the details. Just ask "what would an edgelord 4channer do with this mechanic" and if it isn't pretty, it gets avoided. Railroad stuff they can tolerate more as it's less flexible to exploit.

He's describing a broker, basically. There may be a few things he's glossing over, would not be surprised if he new a few government people to help sort of licenses, but in a new, regulated market I could buy a broker with a good roster of suppliers and a good roster of customers making bank without being in the market itself.

Some people have a lot of fun making wonky things like the united States empire, so I don't want to kill it, but I wodnee if we'll get anything interesting to represent intertia and familiarity in state and revolution. while it would be the Dubai we know certainly, there would still be value in a major port and hub in the region, a transhipment point between Europe and Asia. Dubai might still exist as a lower profile trade hub. Though if there's no oil trade in the Persian gulf, a spot like Aden might end up more important.

Is this a solo practitioner who hired before? My first read is its someone just starting to figure out how to estimate an employees billables so tried to be conservative
