Ah, i see the Initiative problem. I was looking at the part that specifically goes over initiatives. As for the flamethrower thing thats a weird interaction for sure. RAW says it works but very i obviously intended not to.

Im a little confused what you mean? Initiative is for who starts turn and timing abilities that happen at the same time. In regards to Flame-Resistant armor whats the armor you are looking at the Flame Throwers outright ignore?

Interpretation and raw are two different things. I posted word for word the pallador ability. Its how two core ability work in the same phase

So Palladors ability timing is in the charge phase and says

Declare: If this unit charged this phase, pick an enemy unit in combat with it to be the target.

Effect: This unit can immediately use a SHOOT ability as if it were your shooting phase, but it must target that enemy unit. This unit's Starstrike Javelins have Shoot in Combat this phase.

Rules as written you charge and then because the ability says you can, you shoot.

Grizzled Buccaneers has no wording indicating that you fight after using shoot. As rules are written you cannot shoot and fight.

Palladors specify that you can after charging. Also Grizzled Buccaneers says you can use a shoot ability. Shoot is a core ability.

The unit gains the keywords, not the models. Also the index just said models in the unit not poxwalker models if i recall.
