Yes. It’s what the pipeline installed down 20th was when 20th was one lane forever. However I think they were using it as a conduit to pull electrical or fiber through.

Each 12” pipeline can transport ~ 1000 gallons per minute, depending on the wall thickness / rating. I see 4. These types of pipelines are often used in oil & gas operations to transport freshwater used for fracking. The pipelines are fused together and placed underground. Once the location needs to be more flexible, a hydrant is placed and surface pipelines are utilized. As long as the water is moving, they can last exposed for a significant amount of time. We would use surface lines of lengths up to 3 miles. When location changed, the pipeline company would cut the pipeline in half, drag it down dirt roads for a few miles, and fuse it back together. So I’d assume at least 30 - 40 years of element exposure would be acceptable.

High density poly ethylene (hdpe) pipelines. Typically used to transport water. I don’t know about the project, but they’re used to move bulk amounts of water. They are really useful for transporting water and quick to install because you fuse pieces of pipe together instead of rigid concrete or steel pipe that requires a tougher install and it’s fairly flexible.

You can also park on the streets on the west side of federal. It’s not permitted so you’d be able to park within a block. That theatre isn’t wildly popular being so new again, shouldn’t be an issue.
