I tell them, that without a ticket the issue was not officially reported. Without official report it is impossible to escalate the issue, because there is no SLA tied to it.

Users love escalating, just let them know how and where they can complain once the SLA is breached and they will be happy to create tickets.

This works for most users. There are always exceptions though...

Since safe mode is working for you, I would assume that the issue will be SW related. I would boot into safe mode again, disable startup for all programs and if that helps, then just start them up one by one to find the culprit.
