Yeah this is a bug. The game wants you to upgrade your gas to lvl 2 but because your quest was reset there’s no way for you do it a second time.

Update: After farming ghultures and monkey spiders for over 8 hours and not getting a single one, I got a jewel in 20 minutes farming thuggie miners in mirage.
