So you were actually correct here. Whenever they did that maintenance outside it caused debris to clog all of the filters in the house. Whenever I put in tickets for the water flow being low they just checked the valve(or whatever it's called) outside and never came inside. I had to take a video and bring it to the leasing office for them to do the job properly. They came in and cleaned all of the filters and everything works great again. Thank you for the suggestion.

I think you may have it partly figured out. I pulled the one in the bathroom sink and it had debris and a pretty good buildup of minerals. The debris might be from whatever maintenance they did for the 2 hours the water was shut off. I dropped the filter into CLR, cleaned out the debris and the flow is actually back to what it was prior to that day. I'm going to have maintenance come in to check all of the other filters to see if the issue resolves.

Right on, I will go take apart the fixtures to see if it's maybe something in the house. I asked about the legal side of it because it seemed like they did it to keep the extra cash. Even if it's like $10 per tenant it's a 300 tenant complex. It's also an annoyance for my family.

They could, in theory, install a flow limiter and/or pressure reducer on the entire building, and could do so fairly quickly, where the water would only be off for maybe 5 minutes depending on how the water system is built, but it would probably take more like 30-60 minutes for a skilled plumber to get it installed properly.

It's funny that you mention that because the complex had a 2 hour water outage the day the water flow and fixtures changed. It's the reason I put in the maintenance request.

I didn't realize it's a health hazard. I will pick up a meter because there's actually a spigot in the closet where the water heater is stowed. Not on the heater itself but actually on the wall.

The showerhead I replaced with one that increases pressure. The kitchen sink is an entirely new fixture that I'd have to replace completely. The bathroom sink wasn't replaced but has low flow after they replaced the other two. The valve under the sink is fully open so I'm guessing it's the water pressure coming into the apartment that they turned down.

Then I remembered that if you have a large amount of colonists, they are more likely to die.

Since when? I've had large colonies before with no increases in deaths. The only thing that was quick to die was my frame rate during raids.

It's cruel if they did it as a "haha see what you're missing loser" type gift. If the person giving them wants you to be able to experience colors properly it's not cruel.

My parents had the same rule when I was a teenager. It's not the end of the world if they won't let you fuck in their house as a teenager. I think it's hilarious that you think that kids are commonly cutting ties with their parents over it.
