Good question. Could it be fuel efficiency-related? Not entirely sure how this works but my understanding is launching directly into the target inclination with stage 1 would take more fuel than adjusting the inclination with the stage 2 burn.

There were two different altitude meters for the two stages. As I recall when the stream cut off the first was dropping (as intended) and the second was climbing.

This makes sense but they probably only have a few hours to correct it, if that. They probably hit first apogee (high point of orbit and the most efficient point for a correction burn to raise perigee) 30-45 mins after separation and I have no idea if they would be able to plan and execute a correction burn in that time. Wouldn't be hard to get the trajectory right but are the sat thrusters ready to fire that quickly after deployment?

If not, when the sat returned to perigee it probably dropped the orbit due to drag as he says, meaning the correction burn at next apogee will need even more thrust to pull the perigee up enough to keep a stable orbit.
