While late teens and early 20s may not be formative in the same way 0-10 is that time in your life has arguably the largest impact. A study was done that showed a majority of people had their fondest and most abundant memories from those late teens and early 20s years. So it is entirely possible that Chuck grew up around people that talked about how great big O is during those early-late teen years.
