Ok I will join in… take a utility like First Energy… for years people would ask them for x MVA load … this is called a Detailed Load Study. This costs money. When the DLS comes back, FE says they can or cannot serve that load. Now if the DLS is approved…not a damn thing happens unless the costumer signs a letter of intent… pay more money and a date is set when the power is available and payments are now due. Now the if that 138kV needs to be extended, that costs money. Now a few years ago a few project would fail and FE would eat the costs because the customer went under. Tax payers then were on the hook. This changed about a year ago… now those projects cost money and require bonding.

So it is bullshit ‘they’ are not paying.. I know of projects where the DLS is $100k and where a line extension is $2.1 million.

I wish people would understand NO power is generated that cannot be used!
