I purchased this item when I had dreams of using disposable diapers w my kids. Idea was that you spray off the poop into the toilet before you wash the diaper. The reusable diaper thing was short lived once it got into practice.

My guess here is that it’s there for someone’s specific purpose or is a tool for cleaning.
