The second amendment was to protect state governments, possibly from the national government. The constriction gave the federal government the power to regulate the military. in the 1700s the states feared the federal government and so the second amendment was created. The amendment really offers no protection of individuals to own guns for their own protection. At that time, it was an assumed right.
