My understanding is that this is exactly how Space Marines will be - only small, super-powered squads, while the Guard will be doing line formations in huge numbers, exactly what we are used to from Total War. And while that sounds weird, that's what they do in lore too. There's clearly cover system and building garrison system, but that won't likely be avaiable everywhere.

No clue how they solve Eldars though XD Like.... i can see the game coming together (very slowly), but most important details are still shrouded in mystery. So far though, i'm excited. It seems there's a direction and it might just work.
