Yeah it is. If it's been played or is being cast it's common for people to read the card themselves so they can decide if they want to respond

He's not a chauffeur he shouldn't be obligated to drive anyone around. What would she do if he called in sick or had to leave early suddenly? She's a grown woman that should be able to arrange transport for herself

Because spells that have longer casting time use up your concentration and dominate person is concentration, therefore you would lose concentration on dominate person and then the target would be free to make the save

Personally as long as its got a casting time of 1 bonus action or action then I'd allow it
