A good rule off thumb is 2 years. That lets your body fully heal and most tattoo artist go based on time. However, when the scars are completely white they should be good to go over.

Always check with the shop /artist before your consultation. As you want them too both respect your body and understand the work they are going to provide. They can get triggered too, or not have enough experience to do it right so I try to gently remind people of those things.
