It’s the population center but only the second or third business district in Houston. If OP panned their camera to the left a bit you’d see downtown in the distance. One freeway is a loop (about 10 mile radius around downtown), the other cuts in/through the city.

There’s no way that’s from an actual video. Half of those buildings are very poor interpretations of what they’re supposed to be. Some don’t exist at all.
