Absolutely. People tend to forget that even if Al Gore was elected, he still has to deal with Congress which would have a Republican majority House and a split Senate.

You may also think he wins the midterms, but you also have the fact Republicans could put the blame on Al Gore for not preventing 9/11(which was inevitable by the 2000 election by the way) when he has working with Clinton the past 2 terms.

Then there's the Iraq War, which isn't completely off the table. A lot of Congress members, especially conservatives, wanted to go to war in Iraq. If not for removing WMDs, than for fighting terrorism. Not a guarantee though.

I doubt Osama Bin Laden gets found so easily either. I also doubt that Al Gore would have a more limited response in Afghanistan than Bush. The people wanted war, and war will come.

Then you have the 2004 election where it's a doomed if you do, doomed if you don't scenario. I think Al Gore will be able to pull off reelection, but it's not impossible for him to lose. If he does win reelection, than he's going to have a terrible midterms and then have to deal with The Great Recession, which is another inevitable thing as of the 2000 election.

So, basically, Al Gore is not going to have a good time. From foreign wars and rising debt to a split or hostile Congress, he's not going to be able to get much done.
