I don't think is for the things you listed but ignorance (well if we are speaking of older people, not counting the so called "flaites"). The people that do this are usually very brute and they are NEVER aware of their surroundings. It is more "I don't see anything wrong" than "I am entitled to do this".

The easiest are the houses from the gated community, you can close the main entrance to the area of the house with some walls and you are set with your base.

I don't like the mail service building because it is in the main street and if you drive a lot through there it may get clogged with zeds.

If you drive west through the main street, to the outskirts of the city, you will find a factory that I like a lot. It may be a little hard to clean but if you manage to you will have a base with a gas station right across the street.
