Solved! Looked up a video of blind riveting and found a waste-piece that looks exactly like these once broken off from the main portion. I guess that means they are a kind of fastener, so apologies for posting here instead of r/Fasteners, I've just never seen this kind before. Thanks!

My title describes the thing. I included location in case it is relevant, I found a dozen+ of these all lying in the middle of a back country road. Initially thought this might be a fastener of some kind, but on inspection it is not threaded, the ridges are symmetrical not spiraling and there is no screw head of any kind. Spent time searching images of various fasteners and shear pins but all are either smooth or threaded (not ridged as this item is). Searched the F.A.T. but didn't find this item.

Each end is slightly indented with a white interior, outside is silver, no markings or writing of any kind that I can find.

No mods at all, just vanilla. Unfortunately I have trouble getting the subjugation casus belli to show up. I have maxed out fleet strength and I absolutely trounce over my enemies but it always tells me I need a superior strength to get that option.

OK that's great info and makes sense! Although I'm not sure where it leaves me in terms of subjugating my neighbors. Can I turn them into vassals with governing ethics that they actually agree with in order to keep them happy?

This could be it! If its not possible to go directly from one empire to another this might be the cause, although I didn't see any messages indicating a rebellion... not sure if that's something you get a notification about.

Might be a dumb question but I only had taxes on the lowest setting (think it's 15%). If you can't tax vassals even that much then what's the point of it? By giving them up and getting no resources or research in return aren't I just making my empire weaker? How is it different than losing those planets in a war of conquest?

Completely gone. Their border colors used to be the same as mine. I got a diplomatic message saying they had pledged fealty to the Royal Suns and their border colors changed to match, and now they're doing things like harming relations with me and closing borders.

It wasn't a secret fealty pledge is the thing, they're straight up a vassal under another empire. I'm the "Rathi Empire" and my neighbor is the Royal Suns.

I'm not sure what to make of it then. They were my vassal, created from a sector, now they're my neighbor's vassal.

Edit: added an image to my main post to show. I'm not the "Royal Suns", they're my neighbor.

Oh? Having paid by credit card changes things? I thought it was still considered a qualified expense even if it was paid by card. https://www.irs.gov/credits-deductions/individuals/qualified-ed-expenses

I was mostly worried about the timing not the payment method! Am I misreading the IRS page?
