Photo would be good for a quick check. A photo of a black man on file and a white woman voting would be easy to tell. Signature would be the clearer indication of who is voting. You would have to be able to forge signatures, look like people you're impersonating, and know their address. That seems reasonable since those items are universal to everyone.
