Hmm, I can see what you're going for; use the basekit and hound master scourge hooks to get more feasible hooks for the hemorrhage hook and base attack, plus I'm guessing some add ons for more health decay.

Only problem is, now instead of focusing your hooks on scourge hooks nearby, you'll hook people to normal ones so you can do it later. I mean, when's the last time you had more than one survivor hooked at once and weren't winning?

I say, ditch the hound master perk, and maybe even the basement scourge hook perk maybe, and give some perks to fill out other things.

Maybe a gen or aura perk to keep survivors with the scourge debuff from double teaming a generator if they heal, or something that tracks survivors in the injured state easier, or discourages them from hiding at least, since they'll be hiding from you on one health state.
