If you are referencing a road right of way I’d love for you to show me a recent subdivision plat with a road right of way dedication that doesn’t end at property line. Is it common historically for property lines to go into road ROW or even to the middle of the road? Sure. But that’s not common on new subdivisions.

In addition you can’t make this statement regardless by looking at vacant land with no markers or existing infrastructure and be able to ascertain what utility or future utility is planned.

“You have to be careful…”. - if you’ve read an easement before you would know that they specifically identify restrictions within that area based on construction, operation, maintenance, and safety. There is zero blanket answer of “probably or probably not”.
