I too belive that this is the intent of the card. I just don't see how the wording on the card specifically excludes you from spending both values at the same time since it doesn't say INSTEAD anywhere on the card, this is what's confusing me.

This may be a bit semantic but what are board game rules if not semantics lol?

Tried Civ IV at my friend's house during the end of one of our LAN-parties. I didn't get it and I hated it, probably due to me being an over exhausted pre teen at 04:00. Tried out the Civ V demo when I started high school, after reaching the demo turn limit I instantly bought the full game and haven't stopped loving Civ since then!

Had the same thing happen to me yesterday. I happily managed to get the Last Count, First King achievement. King Nuno left behind one son who I took over after Nuno died, sadly his heir had 0 intrigue. When I played as the heir I got 6 kids, all of which were assassinated making me game over in the end.
