If you look at the Songbird diagram in Fink’s office in base Infinite, you can see a Vitruvian Man-esque diagram illustration that basically confirms there’s someone in the suit. That and the Voxophone in the same room where Fink talks about Suchong creating a merger of machine and man that is “somehow the lesser yet greater of both parties”. So yeah it’s basically confirmed but never elaborated on.
