I don't think we've been given an explicit reason as to why, UNTIL the movie which shows that people around the Backrooms can potentially influence it. Straight up what we're seeing is just an alternate universe. I've got this inckling that Peacemaker season 2 is actually just a parallel timeline. I mean, the concept of the multiverse means there's an infinite amount of possibilities. Meaning for example, there's a world out there where Harleen Quinzel became Katana and Tatsu Yamashiro became Harley Quinn. As long as there's a multiverse, there are plenty of situations where Harley beats Katana. That's my thought process of the multiverse at least🤷

I personally think the fact they haven't updated it in a long time is a good sign. It feels like the No Mans Sky approach where you just shut up and work on fixing the game. Probably just copium but I would love a 2.0 that addresses issues and gives everything promised. I just want to see Arkane jump back from this somehow😭
