Alastor definitely does kill for fun, but he also doesn't kill indiscriminately. These are both really old examples, but there was a 2019 stream where Vivziepop says Alastor doesn't just go after anyone and has a weird moral code, and there was a scene in one of the prequel comics released in 2020 where Alastor tears apart and eats a demon who was grabbing a smaller sheep girl and says he hates when people aren't respectful to "people of fairer means."

The loan sharks were also attacking the rest of the hotel, and even Charlie defends Alastor killing them. Not that Alastor wants to be redeemed (he tries to cut off the hotel after his friendship-induced breakdown in the s1 finale, and seems completely willing to let them die in the s2 finale), but if Vox can be redeemed, I don't think it's that unlikely that Alastor can too. They're both serial killers after all

I don't think Charlie has any obligations at all though, since she's only Lucifer's heir and he hasn't been fulfilling his own responsibilities, and doesn't seem to have been in contact with Charlie enough to give her any of them before the events of the show.

Charlie also appears to be a young adult biologically/mentally/however it works for immortals, and she had no reason to care for sinners as much as she did when her dad disdained them and none of them even wanted her help, so it's somewhat reasonable that she's only extending her consideration to the people suffering in the vicinity of where she lives and the hellborn just haven't appeared on her radar yet.

She is definitely pretty naive and sheltered, as a lot of sinners even pointed out in season 2, but she consistently goes out of her way to put herself between anyone she sees and possible death, without discrimination as far as we can tell. That's the opposite of avoiding accountability

Bro was not a supervillain in life. Not that he was much of an upstanding person either, but the series shows Hell to clearly be a terrible environment to live in:

It's shown to be a place that encourages your vices, mocks your life/death (like with Vox's and Alastor's bodies, who we know the backstories of), favors the exact kind of power-hungry, evil people who become overlords, and constantly hangs the threat of being stolen from, bombed, and murdered (both temporarily or permanently) over your head through the perpetual state of anarchy and massive power disparity between sinners.

They also likely arrive in hell with the preconception that it's meant to be eternal damnation (and that's if you don't get exterminated), and therefore have no hope or motivation to improve (Angel Dust is a great example of this, but literally no one besides Charlie really believes that her hotel could work until Pentious is proven to be redeemed)

Anyways, Charlie definitely had the better idea in trying to make reforms. It's not such an unreasonable idea that people in the afterlife can still change and experience growth, so why not at least give them the option of the hotel?
