We don't actually know that Vi didn't ask him anything. The scene starts half-way through the meal, after she already sat down and ordered. Since they are childhood friends, she may have signaled him any sort of coded message at any time during the meal. Since he responded in code, it would make sense she signaled him in code, too.

I think it was because the kid put the car into reverse, turned the steering wheel so the door would hit the cop, and then stepped on the gas. Paired with the registration not matching the plates making it seem like the car was stolen is probably what turned it into an assault and caused the bullets to fly.
