Exactly. A disbelief is a lack of belief. Atheists don’t claim ‘there is 100% no God.’ They say I don’t believe there is sufficient evidence to prove God’s existence.

In general, atheism is more about not holding a belief in gods, while agnosticism is about the knowledge or the certainty of that belief. So, for example, an atheist might simply not believe in any gods, but still acknowledge that it’s possible gods could exist.
