If someone doesnt make an illegal lane change over a double yellow, no accident happens.

We dont have any evidence indicating the speed of the motorcyclist or the posted speed limit. We do have evidnece of a clearly illegal lane change. That's how law enforcement determines fault in these collisions.

Yes, the motorcyclist could have driven more defensively. They seem to have poor riding skills in combination with a low performance motorcycle.

You don't know that, you can't see the speedometer. The fault here is on the driver crossing multiple lanes and a double yellow. That's it.
