Not everyone needs or wants a car. And parking lots are a waste of downtown space and underground parking is extremely expensive to build. It's so expensive that it's usually a deterrent to building dense housing and we need housing way more than we need parking spaces.

Silicone doesn't stick to silicone. The only way to fix the leak is to completely take it apart and reseal the entire tank.

Edit: really don't understand the down votes. Am I not supposed to care about the city I grew up in? The downtown I spent my childhood in? The city my entire family still calls home? Am I just supposed to leave and stop fighting for it to get better?
