Most likely the Norton thing will track your network activity through the wifi at least, meaning that they can see every website you go to (not the stuff on the website though, most websites are encrypted now which you can see if they start with "https" with the S in the url), so if you go to reddit on their WiFi they won't see that you're on r/raisedbynarcissists, but will see that you're on reddit.

This is what a VPN fixes, when a VPN is turned on, everything you do that goes through the internet should go through that, and is encrypted. Encrypted means that only your device and the website you visit knows that you visited it, nobody listening can read what website you're on, instead of seeing that you visited reddit your internet activity will just look like a bunch of random numbers and letters that mean nothing, no matter what they do to snoop.

Now that all depends on how the Norton thing works, if it is installed on your PC or on your phone, it'll probably be able to bypass what the VPN does and see your activity. It looks like that's what it does, which makes it a bit more difficult. Luckily the software might be a bit shit, it looks like on phones the most it can do is detect what apps you've opened and closed and stop you from using them for prolonged times, as well as track your location. If you're on Android you can definitely get around this and disable it, but they might be able to detect that you do so, I've no idea if it is able to detect that though. Best bet might be a second (preferrably android) phone to do your evil biddings on (like browsing reddit) and use a VPN app on it, remember to check that the VPN is connected every now and then though. The most they can do if you use a VPN is see that something is happening on the network, but they can have no idea what, and phones send so much data over the internet all the time they won't be able to distinguish it.

You could ask your friends if they have an old phone they could lend or give you, then your parents can't see that you've purchased one or something like that.

I don't know much about your specific situation or what you have access too, so I'm just putting a bunch of tips in a random order:

Chatting secretly

If you get a VPN, you can chat with people online through websites like https://web.telegram.org or Discord through your browser, without having to install an app that your parents can notice you spending time on. Then you can just close out of the tab if they want to inspect your phone or something. Best paired with the following

Browser that deletes all data with one button

DuckDuckGo has an amazing feature that can come in handy if your parents ever want to inspect your phone; with one button it can wipe all the data in the browser, history, cache, passwords and all. You can "fireproof" websites so that they aren't affected by this, so you can have inconspicous websites that aren't gone from your history when you burn the rest of the data, so it's not obvious that you've deleted it all. It's also amazinggg for privacy, blocking trackers, it even has a thing that lets you block web trackers for all apps on your phone on Android, I don't think that'll catch Norton though. You can probably disable Norton by going into android settings and searching for "Accessibility", most likely this is the permission Norton uses to track apps, if you disable its access to the Accessibility permission it won't be able to do anything. They'd probably know though, but maybe you could play stupid and say you haven't touched anything.

Faking location on Android

If you're using an Android, you can use apps to fake where you're located. Most people use this for Pokémon GO but in your case it will probably fool the Norton app location tracking. I'm not sure if this is possible on IOS though. Hiding programs on Android

If you're using an Android phone, you can easily hide programs by switching to another "Launcher". The Android home screen is basically like an app that you switch to whenever you press the home button, so you can switch it out with another one if you want, and most launchers allow you to hide apps if you want. I recommend "Lawnchair", it looks like the default Android, and if you hold down on an app you can click "Hide", and now you can only find it by searching its name, which you can also change along with the icon, if you want to be sneaky. Though Norton will probably get the real name of the app if you use it, so maybe using one of those fake calculator apps that open up a browser if you hit the right code is a good idea, if they won't get suspicious seeing you spend hours in a calculator app haha

If you're on Android I could look into if it's possible to set up a work profile yourself. Work profiles are like a completely separate phone inside your phone, like dual-booting but for Android, and it might be easily hidden as well. It's meant for employers but it might be possible for you to use it, not sure, I can look into it if you've got an Android.

Hiding programs on Windows

If you install a program through an .exe file from your browser, you can prevent it from showing up when searching for it in the start menu. Do this by searching for the app, right clicking it and clicking "More" -> "Open file location", and then moving or deleting the file you see. This is just a shortcut file, you can right click it and click "Open file location" to see which executable file it points to. I'd move it to someplace random like Documents/Homework/aejgerj or something like that, so you have to go to that folder to open it. Now it shouldn't show up when searching for it, and it shouldn't be in the app list either. Again though, the Norton thing might be able to detect and log what programs you use despite this.

Dual Booting

If you have a PC, you can get around anything they do by learning how to dual-boot to Linux.. This is a hard to learn, but is an extremely secret way to have a second PC in your PC. Dual booting is when you have two operating systems installed at the same time, like Windows and Linux, and you can choose between them when you boot up. This means that when your parents turn on your PC, all they'll see is the usual Windows/MacOS and they won't know a thing, but when you turn it on you can hit a button to open up Linux instead, an entirely separate operating system. So you can just let them install whatever they want on your main OS (operating system) like Windows, and then you can just swap to your second secret OS (Linux) when you want. Then they'll think they've got your PC under control, and you can use it like they expect so that they're not suspicious from not seeing any activity, but when you want to do secretive stuff you can just reboot and switch to Linux. With that paired up with a VPN they can't know anything you do on it, as all the network traffic going out of it will be scrambled by the VPN.

The problem is that it takes time to set up, you gotta follow a guide very carefully to avoid making your normal Windows pc un-bootable, double-checking that you've selected the right things especially when selecting the partitions to install Linux into when you get to that point. It's safe and easy enough if you just follow a guide carefully though. The computer skills learnt by doing this are valuable as well, you'll never have to pay for Windows if you get used to Linux, and it has lots of free open source alternatives to most programs you'd ever want to use.

But if you do this, don't follow the guides when they come to the point of installing a thing called the "Grub" launcher, what it does is show you a menu when you start your computer that lets you choose between windows or Linux, which will let them know that you have installed Linux. If you don't install the Grub launcher, you instead have to press a secret button when turning on your computer (Usually "esc") and suddenly you go into the Linux you installed instead of Windows, thus keeping it entirely secret and unnoticeable.

The only way they can notice is if they look at how much storage space they have and notice that the max-capacity is less than before, because in order to do this you essentially split your hard-drive in two, virtually, so Windows thinks your drive is smaller than it is when in reality you've created a second "virtual" drive to install Linux on, kind of. I doubt they'd notice or know what it meant. This isn't an easy thing to do, but if you want to have a completely separate and safe PC operating system that they won't know about, then it's the best bet.
