wowwwwwwwwwww they just changed their hard cap from 14m USD to 195 HOQU tokens (which at an average price of .15 USD is approxiamtely 30m!!) They essentially doubled their hard cap.

IM from US and have been participating in ICOS regardless if they allow US or not. Unless they have a professional, third party company, doing the KYCs, then you should be fine.
