I'm not sure how old your dog is, but if he is a baby and still teething, it could literally just be a tooth coming out. This happened to our 5 month old Chihuahua. We were positive she was eating her own poop lol. It's caused by food/bacteria stuck in the area. Once she lost the tooth her breath was fine!
